Whereas, the men and women of the United States Armed Forces, including the military and the National Guard, have selflessly dedicated themselves to serving and protecting our nation; and
Whereas, it is the duty of the government to ensure the well-being and support of those who have served honorably in the defense of our country; and
Whereas, there is a need to enhance and expand upon existing support systems to guarantee housing, income, healthcare, higher education, and peer support for all veterans; and
Whereas, there is a need to streamline and improve access to healthcare services for veterans and their families, including through Medicaid and Medicare; and
Whereas, there is a need to prioritize mental health care for veterans by fast-tracking enrollment programs for experimental treatments, including psychedelics; and
Whereas, there is a need to identify and provide support for individuals who have suffered service-related injuries, such as exposure to Agent Orange and burn pits, and to prevent future harm to our troops.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled:
Section 1: Guarantee of Support for Veterans
1.1. All veterans honorably discharged from the United States Armed Forces shall be guaranteed access to housing, income, healthcare, higher education, and peer support services.
1.2. Citizenship shall be granted to any member of the military or National Guard who has served 24 consecutive months without a dishonorable discharge, subject to the existing laws and regulations governing citizenship.
1.3. Housing: Veterans shall have access to affordable housing options, including assistance programs for home purchases, rental subsidies, and transitional housing for those experiencing homelessness.
1.4. Income: Veterans shall receive financial assistance, including disability compensation for service-related injuries, pensions for low-income veterans, and access to job training and placement programs to facilitate reintegration into the civilian workforce.
1.5. Healthcare: In addition to access to Medicaid and Medicare, veterans shall have access to specialized healthcare services tailored to their unique needs, including mental health care, substance abuse treatment, and rehabilitation services.
1.6. Higher Education: Veterans shall be provided with educational benefits, including greater levels of tuition assistance and student loan forgiveness, vocational training programs, and support for pursuing degrees at colleges and universities.
1.7. Peer Support Services: Veterans shall have access to peer support networks and counseling services to address the challenges of transitioning from military to civilian life, including support for mental health issues, substance abuse, and family-related issues.
Section 2: Expansion of Healthcare Services
2.1. The majority of healthcare services provided by the Department of Veterans Affairs (VA) shall be transitioned to Medicaid and Medicare, ensuring broader access to quality healthcare for veterans and their families.
2.2. Medicare coverage shall be guaranteed for all current and former members of the military and their families, regardless of age or disability status.
2.3. Specialized Care Coordination: Veterans enrolled in Medicaid and Medicare shall have access to specialized care coordination services to ensure seamless access to healthcare providers, continuity of care, and assistance with navigating the healthcare system.
2.4. Telehealth Services: Expanded use of telehealth services shall be implemented to increase access to healthcare for veterans in rural or underserved areas, allowing for remote consultations, monitoring, and follow-up care.
2.5. Mental Health and Trauma-Informed Care: Medicaid and Medicare coverage shall include comprehensive mental health services, including therapy, counseling, and psychiatric care, with an emphasis on trauma-informed care to address the unique mental health needs of veterans.
2.6. Preventive Care and Wellness Programs: Veterans shall have access to preventive care services and wellness programs aimed at promoting healthy lifestyles, managing chronic conditions, and preventing the onset of preventable diseases.
2.7. Long-Term Care: Medicaid and Medicare coverage shall include provisions for long-term care services, including nursing home care, assisted living facilities, and home healthcare services, for veterans with chronic illnesses or disabilities.
Section 3: Prioritization of Mental Health Care
3.1. Enrollment programs for experimental mental health care treatments, including psychedelics, shall be fast-tracked for veterans, subject to appropriate medical oversight and safeguards.
3.2. Comprehensive Mental Health Screening: All veterans shall undergo comprehensive mental health screenings upon discharge and at regular intervals thereafter to identify and address any mental health issues early on.
3.3. Increased Funding for Mental Health Services: Additional funding shall be allocated to expand mental health services for veterans, including hiring more mental health professionals, establishing more mental health clinics, and increasing the availability of telehealth services.
3.4. Peer Support Programs: Peer support programs shall be established to provide veterans with opportunities to connect with and support one another, share experiences, and receive encouragement and guidance from those who have faced similar challenges.
3.5. Outreach and Education: Efforts shall be made to increase awareness and reduce the stigma surrounding mental health issues among veterans through targeted outreach and education campaigns, both within the military community and among the general public.
3.6. Crisis Intervention and Suicide Prevention: Enhanced crisis intervention and suicide prevention efforts shall be implemented to ensure that veterans in crisis receive timely and appropriate support and intervention to prevent tragic outcomes.
Section 4: Support for Service-Related Injuries
4.1. A panel shall be established to identify individuals who have suffered service-related injuries, such as exposure to Agent Orange and burn pits, and to enroll them in eligible programs and services.
4.2. The panel shall also actively seek out potential practices that could harm troops' long-term health and make recommendations for their cessation or modification.
4.3. Research and Development: Funding shall be allocated for research and development into the long-term health effects of military service, including exposure to hazardous substances such as Agent Orange and burn pits, to better understand the scope of the problem and develop effective prevention and treatment strategies.
4.4. Compensation and Benefits: Veterans who have suffered service-related injuries shall be provided with adequate compensation and benefits to help alleviate the financial burdens associated with their injuries, including disability compensation, healthcare coverage, and access to vocational rehabilitation and employment services.
4.5. Environmental Cleanup and Mitigation: Efforts shall be made to identify and mitigate environmental hazards on military bases and in deployment areas to prevent future exposure incidents and protect the health and safety of service members and veterans.
4.6. Public Awareness and Advocacy: Public awareness campaigns shall be conducted to educate service members, veterans, and the general public about the risks associated with certain military activities and environments, and advocacy efforts shall be undertaken to ensure that the needs of affected individuals are addressed at the policy level.
Section 5: Funding and Implementation
5.1. The necessary funds shall be appropriated to implement the provisions of this amendment, with priority given to supporting the needs of veterans and their families.
5.2. The relevant federal agencies and departments shall collaborate to ensure the efficient and effective implementation of this amendment.
5.3. Transparent Budgeting and Reporting: A transparent budgeting process shall be established to ensure that funds allocated for veteran support are used effectively and efficiently. Regular reporting mechanisms shall be implemented to provide transparency and accountability to the public regarding the use of these funds.
5.4. Oversight and Evaluation: An independent oversight body shall be established to monitor the implementation of the provisions of this amendment, evaluate the effectiveness of programs and services, and make recommendations for improvements as needed.
